The UN Deputy Special Coordinator for the Middle East Peace Process, Resident Coordinator, and Humanitarian Coordinator for the Occupied Palestinian Territory, Ramiz Alekperov, warned that the reconstruction of Gaza cannot be sustained without a political process, and that no political process can succeed as long as the Gaza Strip remains devastated, violence escalates in the West Bank, Palestinian institutions remain divided, and the security situation continues to deteriorate.
In his briefing during an open debate in the Security Council on the situation in the Middle East, including the Palestinian question, he noted the rapidly deteriorating situation in the West Bank, adding that “this exacerbates the already alarming conditions in the rest of the occupied Palestinian territory, with the increasing likelihood of a wider escalation unless immediate steps are taken to change this trajectory.”
He also stressed the need for the full implementation of the comprehensive plan to end the conflict in Gaza and Security Council resolution 2803 (2025).
He said: “During my recent visit to Gaza, I witnessed immense suffering amid ongoing displacement, overcrowded living conditions, widespread destruction, and near-daily casualties from the ongoing Israeli military operations. Yet, I also saw Palestinians in Gaza taking courageous steps—despite all odds—to begin rebuilding their lives.”
He stressed that community resilience cannot replace the provision of necessary resources on a large scale, nor the political will to put Gaza on a path to genuine recovery.
He warned that the increase in Israeli airstrikes and the expansion of areas under Israeli military control are exacerbating the pressure on the population, who are now confined to an area comprising approximately one-third of the Gaza Strip.
He noted that humanitarian aid alone cannot put Gaza on a sustainable path, adding: “While we work to increase access to and delivery of aid, we must accelerate the transition to early recovery.”
He addressed the situation in the West Bank, stating that “building a viable future in Gaza will not be possible if the current dangerous dynamics in the West Bank are left unchecked.”
He added that attacks by Israeli settlers against Palestinian communities, homes, places of worship, and civilian infrastructure continued at alarming levels.
